(RA) No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) declares, it is the policy of the State to promote a high standard of ethics in public service and that public officials and employees shall always be accountable to the people and shall discharge their duties with utmost: i. responsibility, ii. integrity, iii. competence, iv. loyalty, v. act with patriotism vi. justice, vii. lead modest lives, viii. uphold public interest over personal interest

RA 3019 (Anti-Graft and Corrupt Practices Act) provides that it is likewise the policy of the Philippine Government, in line with the principle that a public office is a public trust, to repress certain acts of public officers and private persons alike which constitute graft or corrupt practices, or which may lead thereto: i. Malversation of public funds or property ii. Misappropriates public funds iii. Allows another person to misappropriate government funds. iv. Committing frauds against the public treasury. v. Involvement in illegal evictions and transactions.

Project KASANGGA: Akskyon Laban sa Korapsyon, initiated by the Presidential Anti-Corruption Commission (PACC) in pursuance to promote: i. Transparent transactions ii. Consultative leadership, iii. Collaborative Management, iv. Corruption-free Governance

Department entered into a Memorandum of Agreement (MOA) with tJ e Presidential Anti-Corruption Commission (PACC) and other agencies under the executive branch to create and form a coordinating council, which shall collaborate and coordinate to support the anti-corruption campaign of the government. In compliance with its commitments in the MOA, the Department issued OO-OSEC-2021-O29, which created the Anti-Corruption Committee (ACC) in the different levels except one:

The AGC Committee in the Central Office shall have the following composition: i. Chairperson: Secretary ii. Vice-Chairperson: Assistant Secretary for legal affairs Members: Undersecretary for Field Operations, Palarong Pambanca Secretariat and DEACO , iii. Director IV of the Bureau of Human Resources and Organizational Development iv. Director IV of the Internal Audit Service v. Director IV of the Public Affairs Service vi. Director IV of the Planning Service President of the Association of DepEd Directors, Inc. (Stakeholder Representative) vii. President of Association of SDSs.

The AGC Committee in the Central Office shall have the following composition: i. Chairperson: Secretary ii. Vice-Chairperson: Assistant Secretary for legal affairs Members: Undersecretary for Field Operations, Palarong Pambanca Secretariat and DEACO , iii. The Division AGC Committee shall have the following composition: i. Chairperson: Schools Division Superintendent ii. Vice-Chairperson: Assistant Schools Division Superintendent iii. Members: Division Attorney/ Designated legal Officers or in the absence thereof, the Division Administrative Officers V iv. Chief of the Curriculum Implementation Division v. Chief of the School Governance and Operations Division vi. Division Information Officer vii.PDO in charge of Students Affairs

The CO-ACC Committee shall have the following functions: i. Create a streamlined Complaint Action Center. ii. Coordinate with relevant DepEd offices conducting the investigation on these matters. iii. Monitor and report corruption-related cases and investigations. iv. Formulate national anti-corruption policies, programs, and activities, in coordination and in consultation with the ROs, SDOs, and schools. v. The Regional AGC committee shall have the following functions: i. Refer received complaints of graft and corruption against all personnel in the Regions and Divisions to the proper disciplining authorities or existing administrative structures and mechanisms in the ROs and SDOs for appropriate action. ii. Monitor and report corruption-related cases and investigations to the Central Office. iii. Provide inputs to the Central Office in the formulation of anti- corruption policies. iv. Implement anti- corruption policies, programs, and activities issued by the CO and the RO, and provide feedback on said implementation. v. Regularly submit corruption incident reports to the Central Office. vi. In accordance with national policies and standards, conduct public information campaigns to generate support for the government's anti- corruption programs.

The Division AGC Committee shall have the following functions: i. Provide inputs to the Regional Office and Central Office in the formulation of anti-corruption policies. ii. Implement anti-corruption policies, programs, and activities issued by the CO, RO, and the SDO, and provide feedback on said implementation. iii. Regularly submit corruption incident reports to the Central Office, through the Regional Office; iv. In accordance with national policies and standards, conduct public information campaigns to generate support for the government's anti- corruption programs.

February 7, 2022 – The Department of Education (DepEd) has authorized schools to include other grade levels in the progressive expansion phase of face-to-face classes for public and private schools. Asec. Garma emphasized, however, that the inclusion of more grade levels should be based on the capacity of the participating qualified schools to ensure adherence to health and safety protocols. This initially includes:

The “Interim Guidelines on the Expansion of Limited Face-to-Face Classes” issued on expansion schools must pass the standards of the School Safety Assessment Tool (SSAT), be in areas under Alert Levels 1 and 2, obtain the Local Government Unit’s concurrence and written consent of participants’ parents, and coordinate with respective barangays for the implementation. These include the following based on DepEd’s recent data, 304 schools in Alert Level 1 or 2 areas are qualified to commence face-to-face classes: i. 12 of which in Region 2, ii. 106 in Region 3, iii. 54 in Region 4A, and iv. 123 in the NCR

The “Interim Guidelines on the Expansion of Limited Face-to-Face Classes” issued on expansion schools must pass the standards of the School Safety Assessment Tool (SSAT), be in areas under Alert Levels 1 and 2, which includes only: i. Only vaccinated teachers may join the expanded face-to-face classes. ii. Vaccinated learners are preferred. iii. Unvaccinated teachers and personnel may be required to report onsite if they present negative RT/PCR or antigen test every after 14 days. iv. Pregnant teachers with comorbidity are exempted from physical reporting in schools.

OIC-Undersecretary for Human Resource and Development Wilfredo Cabral said that as long as there is no interaction with the learners and those teachers who teach inside the classrooms, unvaccinated teachers and personnel may be required to report onsite with the following combinations : i. Skeleton Workforce, ii. Work-From-Home iii. 2-Week or Weekly Rotation, iv. Work Shifting arrangements may be adopted.
