Alexander Hamilton's plan to pay off national debt is to use old bonds in total value and issue new bonds to the citizens to make money for the government. Also, wanted the federal government to pay most of the state’s debts, and then all of the states would divide the remainder of the debt evenly.
Thomas Jefferson disagreed with Hamilton's plan because he thought that the plan should be to cheat bondholders who had sold their bonds at low prices.
