Department entered into a Memorandum  of Agreement (MOA) with the Presidential Anti-Corruption Commission (PACC) and other agencies under the executive branch to create and form a coordinating council, which shall collaborate and coordinate to support the anti-corruption campaign of the government. In compliance with its commitments in the MOA, the Department issued OO-OSEC-2021-O29, which created the Anti-Corruption Committee(ACC) in the different levels except one:

(RA) No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) declares, it is the policy of the State to promote a high standard of ethics in public service and that public officials and employees shall always be accountable to the people and shall discharge their duties with utmost:

i.                    responsibility,

ii.                   integrity,

iii.                 competence,

iv.                 loyalty,

v.                  act with patriotism

vi.                justice,

vii.                lead modest lives,

viii.             uphold public interest over personal interest

The Department of Education (DepEd)issues DO 9, s. 2022 on the creation of the Private Education Office in the Central Office in recognition to the following policies:

i.                    The 1987 Philippine Constitution man dates the State to establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society, and to establish and maintain a system of free public education in the elementary and high school levels.

ii.                   The Constitution directs the State to establish and maintain a system of scholarship grants, student loan programs subsidies, and other incentives which shall be available to deserving students in both public and private schools, especially to the underprivileged.

iii.                It further provides for the recognition by the State of the complementary roles of public and private institutions

iv.                The state shall exercise reasonable supervision and regulation of all educational institutions.

Project KASANGGA: Aksyon Laban sa Korapsyon, initiated by the Presidential Anti-Corruption Commission (PACC) in pursuance to promote:

i.                     Transparent transactions

ii.                   Consultative leadership,

iii.                Collaborative Management,

iv.                 Corruption-free Governance

RA 3019 (Anti-Graft and Corrupt Practices Act) provides that it is likewise the policy of the Philippine Government, in line with the principle that a public office is a public trust, to repress certain acts of public officers and private persons alike which constitute graft or corrupt practices, or which may lead thereto:

i.                    Malversation of public funds or property

ii.                  Misappropriates public funds

iii.                Allows another person to misappropriate government funds.

iv.                Committing frauds against the public treasury.

v.                  Involvement in illegal evictions and transactions.

DO 53, s. 2021, The Department of Education(DepEd) issues the enclosed Revised Guidelines on the proper recording and booking up of school buildings projects of the Central, regional and schools division offices, including school buildings constructed the Department of Public Works and Highways which includes the following:

        i.           newly constructed school buildings.

      ii.           Repaired school buildings.

      iii. Restored school buildings.

DO 2, s. 2022, provides the Interim Guidelines on Private Schools  Voluntary Closures And Participation In Government Assistance And Subsidies  Programs In light  With The Covid -19 Pandemic Effective  SY 2021-2022. The Notice of Temporary Closure shall clearly indicate that the school will not operate only for SY 2O2l-2O22,and shall contain the following:

i.            Clearly articulated reason/s for the one-year suspension of operations.

ii.           Evidence that parents/guardians and learners were properly informed of the temporary closure, such as a virtual assembly that was called by the school or the school sending a letter/circular via email.

iii.                 Action taken/arrangements made to assist parents/ guardians, leaners, and school personnel affected by the temporary closure (e.g., mapping of nearby schools where the learners can transfer to).

iv.                 Plan for the resumption of operations in SY 2022-2023.

 Galaw Pilipinas in the School level shall comply to the following:

i. The school head shall guarantee that all types of learners, teaching and non-teaching staff, and the parents/guardians properly execute the steps of Galaw Pilipinas regardless of the learning delivery modalities.

ii. The School head shall ensure that parents are assisted by teachers in teaching the steps to their children during distance learning.

iii. The school head  shall provide technical assistance to the teachers and document evidence of progress on the cognitive development and physical and socio-emotional wellness of the  learners.

The Department of Education (DepEd)issues the enclosed Guidelines on Galaw Pilipinas , DepEd National Calisthenics Exercise Program contained in DO 60, s. 2021 , which aims the following except one:

                             i.           promote an active lifestyle for Filipinos that will benefit both their physical

                                          and socio-emotional well-being

                           ii.           improve strength, flexibility, cardio-vascular endurance, coordination, and

                                          balance

                          iii.           enhance cultural awareness by integrating Philippine cultures in the

                                           calisthenics exercises

                          iv.            inculcate nationalism, unity, and discipline.

 DO 59, s. 2019 contains mandate to further reinforced on January 18, 2019, when President Rodrigo Roa Duterte signed into law Republic Act No. 11194 or the Gabaldon School Buildings Conservation Act – declaring the policy of the State to conserve and promote the country’s historical and cultural heritage resources, and to strengthen its efforts in conserving and   restoring built heritage, such as the Gabaldon school buildings, to preserve their architectural, historical, and social significance. To what essence this was intended?

i.                    ActNo. 1801—framed by Nueva Ecija Representative Isauro Gabaldon—was enacted onDecember 20, 1907. Titled An Act Providing for an Appropriation of One Million Pesos for the Construction of Schools in the Barrios Under Certain Conditions, the law became better known as the Gabaldon Act of 1907.

ii.                  ThisAct started the building through the years, of more than 3,000 school buildingsthroughout the country which are known as Gabaldon Schoolhouses.

iii.                Topay its fitting tribute to these legacy structures, the Department of Education(DepEd) is hereby instituting a Gabaldon Schoolhouses Day to be celebratedevery December 20.

The Department of Education (DepEd)issues the enclosed DepEd Order  6, s.2022 on the Reconstitution of the Government Assistance and Subsidies (GAS)  Composite Team. RA 8545 or the Expanded Government Assistance to Students and Teachers in Private Education Act, provides for the use of government funds in the implementation of various programs of assistance and subsidies in support of learners and teachers in private education Which aims the following except one:

                             i.           Ensure a systemic and systematic approach in managing the GAS programs

                                          as part of strategic ways in the proper utilization of funds.  

                           ii.           Address the existing and emerging challenges of the program

                                           implementation, particularly in policymaking and financial management.

                          iii.           Define the roles and responsibilities of its members for a structured

                                          delegation of authorities to implement the GAS programs efficiently and

                                          effectively.

                          iv.           Create the Interim Project Management Office for GASTPE.

 Activities in lieu of the 2 hour work related activities that can be accomplished inside or outside the campus are the following except one:

i.                    Preparation of lesson plans, action/work plans, instructional materials, evaluation/ assessment tools/rubrics

ii.                  Preparation and checking of exercises, recording of academic performance results, and classroom accomplishments

iii.                Conduct of research

iv.                Attendance to seminars, workshops, and similar programs

v.                  Counseling, mentoring, coaching of students including home visitation

vi.                Consultations and conferences with parents

vii.               Performance of coordination activities and duly recognized community social services

viii.             Participation in the maintenance and improvement of school facilities and equipment

ix.                 Other related activities identified in the specific guidelines from RO, DO or school level.

x.                  Participating in political or religious activities

DM 291, s. 2008 considers the following to supplement the 5 hours an additional 1 hr of related assignment to complete the minimum 6 hrs of actual classroom teaching:

i.                    All advisership (Class or organization)

ii.                  Special Assignment for the entire year(duly designated coordinator)

iii.                Officer (Faculties)
