It left Britain and France guiding policy. Unfortunately this meant that both countries not only followed their own priorities, but were also lacking the resources to adequately fill the gap left by the absence of the USA. This was most keenly felt with the ability to make trade sanctions work, where the support of the USA was vital.
The French came to dominate the League. This meant that all policy revolved around defending France from Germany, and as a result the League suffered.
Without the USA, Germany and Russia the League was lacking the countries that had been the worlds biggest super powers before World War I. This meant the League lacked influence among smaller countries.

Its organisation was complicated and therefore inefficient. Moreover the assembly's decisions had to be unanimously agreed and the members of the council all held a veto.
The USA, Germany and Russia were not members. This meant that the council lacked the power to make any successful decisions.
The structure only allowed the council to meet five times a year, this meant that any emergency could not be dealt with quickly enough.
