Pinagpala Elementary School is situated in Barangay Maligaya where there was a sudden increase of enrolment during the school year 2020-2021 because of the mass transfer of learners from private to public schools due to COVID 19 Pandemic. Parents of the pupils from other municipalities protested and complained the school head for violating Article XIV of 1987 Constitution, section 1 citing the constitutional rights of their children for the provision of quality basic education. Was the decision of the principal valid? 1. No, because the parents were right that she violated section 1 of Article XIV of 1987 Constitution declaring that the state shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. 2.
