This value is used in order to label the upper lights for trucks and buses. 

Used in order to indicate if the labeled spots (oncoming/taillight) belong to a vehicle that is standing still.

Label the upper couple of clearance spots FIRST, in case there are several couples.

If there is only one clearance spot - it can be labeled alone.

What is not to be considered?

When labeling the rain in frame attribute as "true" you do not need to mark "wetRoad = true".

Use the frame attribute "rain" as "true" if you spot a frame in which wipers go on and off.
