    The [Mexican] government had two primary goals for [Texas] settlement. The first was to raise funds by selling plots of land to settlers. The second was to gain control of the land from American Indians who already lived along the frontier. 

    How did the first goal support the second?

    As more settlers moved onto the land, the American Indians were unable to force them back off.  Eventually, settlers would create permanent settlements that would be owned by Mexico.  The American Indians would have to move elsewhere. 

    The first goal had no effect on the second.
